Applications open for net-zero framework


A new framework for the decarbonisation and retrofit of social housing and public sector buildings has opened for applications from contractors today (29 April).

For the Retrofit and Decarbonisation (N9) framework, LHC Procurement Group is looking for consultants and specialists in energy efficiency, heating and ventilation, renewable energy, charging points and solar PV.

N9 will launch in autumn 2024 and run until 2028.

LHC said the framework aims to drive essential retrofit works across 4.4 million social housing properties, which in turn will help local authorities and social housing providers carry out “urgently needed upgrades, leading to warmer, more energy-efficient homes”.

The framework will also help local authorities to ensure compliance with the government’s target to cut carbon emissions by 75 per cent by 2037 across 1.8 million non-domestic public buildings.

Clive Feeney, group managing director of LHC, said: “This framework will deliver the expertise needed and offers a huge opportunity for specialists and consultants to make a difference to communities throughout the UK, delivering projects for years to come.”

LHC said in a statement: “N9 will also help deliver work required by a mix of government and energy company schemes, including the Social Housing Decarbonisation Fund (SHDF) and Public Sector Decarbonisation Scheme (PSDS). Together, the schemes are worth £1.4bn, with match funding from social housing from local authorities, social housing providers, and charities adding £1.1bn.”

N9 will be available nationwide through the LHC’s five business units: London and South East (LSE), Consortium Procurement Construction (CPC), South West Procurement Alliance (SWPA), Welsh Procurement Alliance (WPA), and Scottish Procurement Alliance (SPA).

LHC opened a market engagement and feedback process for the N9 framework in September 2023.

The four-year N9 framework follows on from LHC’s Energy Efficiency Measures and Associated Works (N8) framework.
